Two tracks

Security

Phishing, malware, credential theft, fraud, and spam. Strong signals can disable a link automatically while it is reviewed.

Legal

Copyright, trademark, defamation, and other legal claims. These are never auto-blocked; a person reviews every one.

Report volume alone does not decide an outcome. Unique-reporter signal is capped deliberately so a coordinated mass report cannot take down a legitimate link, and account-level action depends on distinct confirmed-malicious links rather than report count.

If your link was actioned

A temporarily disabled link is held for 72 hours. Appeal from the link in your library: change the destination if it was compromised, explain what happened, and a reviewer can reinstate it. Safety warnings shown to visitors are not owner-clearable on any plan.
